There is hereby created a Water Board which shall be charged with the acquisition, custody, supervision, control, administration, construction, operation and maintenance of a waterworks system and related works and shall be in charge of the collection of all revenues therefrom for the services to be rendered by said functions conferred upon like boards by Chapter 8, Article 19, of the West Virginia Code as amended, and shall be known as the Water Board of Eleanor.
