The Sanitary Board shall have the custody, administration, operation and maintenance of the sewage works and said works shall be under the complete supervision and control of the Sanitary Board. The Board shall have the power to take all steps and proceedings to make and enter into any and all contracts and agreements necessary and incidental to the performance of its duties and the execution of its powers in regard to the construction, maintenance and operation of a sewage treatment facility and shall be empowered to exercise all of the duties, obligations and powers conferred by Chapter 16, Article 13, Sections 1 through 24, inclusive, of the West Virginia Code, as amended.
