1721.21  PROCEDURES FOR VIOLATIONS.
   (a)   Whenever a violation of this article occurs, or is alleged to have occurred, any person may file a written complaint.  Such complaint stating fully the causes and basis thereof shall be filled with the Recorder of the Town of Eleanor.
   (b)   After a complaint has been filed with the Recorder, the Building Inspector shall be notified of the complaint, conduct appropriate investigations, and take action thereon as provided by this article.
   (c)   If the Building Inspector finds that any of the provisions of this article are being violated, whether reported by private citizen or by any board, official, officer or employee of the Town, or by his own observation, he shall notify the person responsible for such violation and advise that upon failure to comply with the requirements of this article the Town shall take such enforcement procedures as may be required.
