1721.10  PUBLIC HEARING.
   (a)   No duplex or multi-family dwelling shall be constructed within the municipal limits after the effective date of this article for any purpose whether for profit or nonprofit, government or private, without first holding a special hearing.
   (b)   Notice of a hearing shall be published in a legal advertisement in a newspaper of general circulation within the municipality one time at least twenty (20) days prior to the hearing.
   (c)   All public hearings shall be held at a regular meeting of the Town Council, presided over by the Town Council, unless a special meeting is agreed upon by the Town Council and the party making application for the construction.
   (d)   It shall be unlawful to convert an existing dwelling or structure into a duplex or multi-family dwelling without first having a public hearing as outlined above.
