The Mayor and Town Council, with the aid of the Police Department, shall enforce this Residential and Business Districts Ordinance, in accordance with the administrative provisions of the Building Code and this article. In the absence of a Building Inspector, all applications for building permits for new structures shall be reviewed and approved by the Mayor and Town Council or a member designated by the Town Council before permits may be issued.
