(A) The basic outline of the affected area is of prime importance in determining the magnitude of the disaster and in dispersing other operation units to the field. The outlining of the damaged area shall be given high priority and other operations are expected to cooperate fully in supplying the basic information.
(B) The reduction of damage assessment to a dollar value is to be considered as a secondary function and is to be carried out in a manner which will not interfere with emergency activities.
