§ 6.33 UTILITIES RESTORATION.
   (A)   It is the responsibility of the city’s utilities to repair and maintain the water supply. If necessary, the municipal water works may enter into contracts with private contractors providing for the purchase and hauling of safe and sanitary drinking water. Emergency power may not be available at this time; therefore, the Director of the Municipal Water Works, in the event of a serious power loss, shall determine if an emergency condition exists. If he or she so determines, he or she and the Mayor shall be responsible for enacting a water conservation and rationing program until service can be restored. It is the duty of the Public Works Director to oversee the sewage treatment facility in order that it may be kept in as good a working order as possible under the circumstances.
   (B)   In the event of any major disaster, it shall be the responsibility of the E.O.C. Director to notify the utility companies affected that there is a problem with their utility. The city, not having its own gas and telephone utilities, shall call upon the services of the following:
      (1)   MidAmerican Energy Company (electric power);
      (2)   MidAmerican Energy Company (natural gas);
      (3)   Central Scott Telephone (telephone service);
      (4)   Alliant Energy (electric service); and
      (5)   Northern Border Pipeline (natural gas).
   (C)   These companies will then repair any damage to the parts of their systems. Upon receiving the call, these utilities shall contact the EOC Director when they arrive on the scene to determine where the most critical areas may be. The forward commands shall maintain communication with the EOC as to the discovery of any new hazards.
