Every effort shall be made to recover from any disaster with city resources. All departments of city government shall maintain detailed accounts of disaster expenses. If it is necessary, an application for a disaster loan shall be filed with the State Office of Disaster Services. Action shall be initiated to implement annual emergency levy, as authorized by Iowa Code §§ 24.6 and 384.110, in order to expedite repayment of loan, if approved.
