(A) The city has capabilities which, if effectively used in the event of any emergency, would maximize the preservation of life and property. These capabilities include the fallout, tornado and windstorm protection offered by larger structures and home basements, as well as the human-power, equipment and skills of the city forces; the medical, health and allied professions; and other non-government professions and groups. Finally, they include knowledge of survival actions possessed by the population.
(B) The objective of the city’s emergency operations plan is to ensure effective use of these capabilities should a disaster affect any area of the city. Increased readiness actions taken by city government in anticipation of nuclear attack, natural disaster or civil disturbance situations could further increase these capabilities.
