§ 5.00 PENALTY.
   Any person who shall violate the orders of the Mayor, or of duly constituted officers, when carrying out a disaster plan during a disaster, shall, upon conviction, be subject to imprisonment not exceeding 30 days, or a fine not to exceed $500.
