For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
§ 2.02. DISASTER. Human-made catastrophes and natural occurrences, such as fire, flood, earthquake, tornado and windstorm which threaten the public peace, health and safety of the people or which damage and destroy public or private property. The term includes enemy attack, sabotage or other hostile action from within or without the state, including, but not limited to, domestic or foreign terrorism.
§ 2.03. DISASTER SERVICES. Preparations for, operations during and recovery from natural or human-made disaster. These actions are broad in scope and include, but are not limited to, disaster plans, mitigation, warning, emergency operations, training, exercising, research, rehabilitation and recovery.
