There is hereby created a disaster services organization for carrying out the responsibility of the municipality in times of disaster and a city multi-hazard emergency operations plan as outlined in the following sections. The Mayor shall be the executive director of the disaster services organization and shall be responsible for the direction of all operations for the protection of the health, safety and welfare of the citizens of the city. Said organization shall function in accordance with the city disaster plan which shall be coordinated with the plan adopted by the county and the state, in accordance with state law.
