During the term of the franchise, the grantee shall comply with all governmental laws, ordinances, rules or regulations as may now be or hereinafter, applicable to the construction, operation, maintenance, repair, replacement, renewal, reconstruction and removal of a cable television system, the sale and supply of audio and video communications services and the use of public property and private property.
