Except for the purpose of obtaining financing, or in the event the grantee assigns or transfers its interest in the franchise to an entity controlled by or under common control with the grantee or its parent shall not assign or transfer a controlling interest in the franchise, nor any part of the rights, privileges and authority granted thereunder, without the written consent of the city (which consent shall not be unreasonably withheld or delayed).
