No person shall operate a golf cart on any public street or alley for any purpose, unless the operator possesses a city permit to operate a golf cart on city streets, issued by the City Police Department Chief of Police, or authorized designee (Deputy Chief or appointed supervisor).
(A) Golf cart owners must/shall apply for a permit from the City Police Department on forms provided by the City Police Department or printed from the Police Department city website.
(B) The Chief of Police, or authorized designee, shall not issue a permit until the owner/operator provides the following:
(1) Evidence that the operator is at least 18 years of age and possesses a valid driver’s license; and
(2) Valid proof that the owner/operator has financial liability insurance covering operation of the golf cart(s) within the city.
(C) The applicant for a permit to operate a golf cart on the city streets, as part of the application, shall verify the golf cart complies with state law and provisions of this section.
(D) The operator of a golf cart shall prominently display the city permit on the left side of the rear fender or similar component of the golf cart.
(E) The fee for a permit to operate a golf cart on the city streets and alleys shall be $35 for the first year and $25 annually from the expiration of the first permit issued. There will be no refund for the permit.
(F) Permits will run from April 1 of every year with only a 30-day grace period. All owner/operators will be required to complete the required paperwork each year following divisions (A) through (E) above.
(G) Failure to update the permit by the end of the 30-day grace period after April 1 of each year will require the owner/operator to pay the $35 permit fee. The Chief of Police, or authorized designee, has the authority to waive the late fee upon his or her own discretion.
(H) Golf carts must/shall adhere to Iowa Code Chapter 321, regulating motor vehicles and law of the road.
