(A) The penalty for violation of the provisions of this section shall be:
(1) The removal of said motor vehicles and impounding of same by the city, and the payment before release by the owner of the vehicle of all costs for towing and impounding; and/or
(2) Any violation of this section shall be subject to a fine of $50 for the first offense, $100 for the second offense and $200 for the third and subsequent offenses.
(B) For purposes of calculating the number of offenses, this means during one snow season October 1 to May 1. Each snow season starts the offense cycle over.
