Signs or signals which are installed to regulate traffic on an emergency basis or which facilitate a parade, long distance foot race or other public festivity that directly involves the use of public streets or highways may be installed and kept in place by the Chief of Police or Director of Public Works for as long as the emergency or festivity lasts. It shall be unlawful to violate any signs posted for such occasions.
