§ 6.00 WHERE APPLICABLE.
   All requirements with respect to expansion or addition to existing parks shall be with respect to said additions or expansion, and shall not require anything with respect to the existing parks, except as specifically provided in this chapter, which would not have been required in the absence of such addition or expansion.
