It is unlawful for any person to use or consume alcoholic liquor, wine or beer upon the public streets or highways or in any public place, except premises covered by an appropriate license or permit, and except as authorized under Title B, Chapter 6, and no person shall be intoxicated or simulate intoxication in a public place.
