§ 10.00 INVESTIGATION OF APPLICANT.
   Upon receipt of an original application for a license or permit, the City Clerk shall forward the same to the Chief of Police, who shall conduct an investigation and submit a written report on the applicant as to the truth of the facts averred in the application and a recommendation to the Council as to the approval of the license or permit. It shall be the duty of the Building Inspector and the Fire Chief to inspect the premises to determine conformance with the requirements of the city. No license or permit shall be approved until or unless the such approving reports have been filed with the Council.
