§ 3.00 INSTALLATION IN NEW SUBDIVISIONS.
   (A)   The light pattern shall be designed so that the lowest FC (foot candle) value at any point on the roadway surface will not be less than one-sixth the average value. For residential roadways, the average value shall be 0.2 FC. The lowest average value in commercial and industrial subdivisions shall be 0.2 FC; however, higher average values may be considered depending upon the usage and traffic in the area. In a new subdivision, the appropriate utility company will submit a lighting plan for review by the City Council.
   (B)   The plan will be submitted shortly after the adoption of the final subdivision plat and will be developed using a minimum average lighting value of 0.2 FC, inclusive of other ambient lighting, or a higher value if established by the City Council and the following guides.
      (1)   All intersections will be lighted.
      (2)   All cul-de-sacs will be lighted.
      (3)   Mid-block lights will be installed at approximately 250-foot intervals.
