This chapter shall apply to all licenses applied for or renewed after the effective date of the ordinance incorporated herein this chapter. This chapter shall further apply to all businesses which are required to be licensed but which are not licensed as of the effective date of this chapter or which begin doing business in the city after the effective date of the ordinance incorporated herein this chapter.
