The Utility Board of the City Council shall establish reasonable connection charges designed approximately to cover the actual costs of construction. Connection charges for water mains shall be on a front foot served basis; connection charges for sewers shall be on an area served basis with the influence area clearly defined. For a period of up to ten years following the acceptance of the construction, 75% of said connection charges collected shall be paid to the developers, their heirs or assigns.
