The Board members should submit a proposed yearly operating budget prior to February 1 to the City Council for approval so that the Board’s budget may be included in the city’s budget. Income from government grant(s), donation(s) or bequest(s) shall be available only for capital improvements or other uses specified in the grant(s), donation(s) or bequest(s).
