§ 2.00 POWERS AND RESPONSIBILITIES.
   The Park and Recreation Board shall have the following powers and duties:
§ 2.01. Promote community involvement and actively seek input in the planning, operation and participation of the Parks and Recreation Board;
§ 2.02. Allow for an orderly growth, acquisition and development of the physical and natural resources, and to utilize the natural characteristics of the land, when evaluating its potential for Parks and Recreation purposes;
§ 2.03. More effectively coordinate the parks and recreation with other city departments, organizations and schools to improve the overall service to the community;
§ 2.04. Offer comprehensive, quality recreational programming aimed at satisfying the needs of varying age levels, physical abilities and special interests;
§ 2.05. Maintain and improve the appearance and safety of our parks and facilities at the highest level of available resources;
§ 2.06. Provide efficient and effective leadership and coordination for quality recreational and leisure activities for the community;
§ 2.07. Form partnerships with other public or private organizations, which will expand human and financial assets for the community and encourage people to volunteer their time and talents to enhance the city’s neighborhoods and parks;
§ 2.08. To provide for the employment and compensation of Park and Recreation employees for the operation of the facilities and to purchase recreational equipment to be installed in said areas. The Park and Recreation Board is not authorized to pledge the credit or tax powers of the city; and
§ 2.09. To draft rules and regulations concerning the use of the parks and present such rules and regulations to the City Council. All rules and regulations must be adopted by ordinance by the City Council.
