A park and recreation board for the city is hereby created. Its general responsibilities shall be to advise the Council on the needed facilities to provide open space such as parks, playgrounds and community facilities for other forms of recreation. It shall plan and oversee city programs, and encourage other programs for the leisure of the city’s residents. It shall maintain and operate any such facilities under its control, keeping a budget, hiring employees and purchasing necessary equipment.
