The owner of property abutting a public street or streets shall maintain all property outside the lot and property lines and to the curb lines upon such public street or streets, except that the property owner shall not be required to remove diseased or dead wood. Whenever an officer of the city government determines that grasses and/or weeds within 300 feet of established buildings are more than six inches high, those grasses and weeds shall constitute a public nuisance. Any weeds and/or grasses more than 12 inches in height, whether near a building or not, are likewise a public nuisance.
