§ 5.19 SUBGRADE TREATMENT.
   The subgrade or subbase must be thoroughly wetted just prior to the placement of the concrete or polyethylene film or waterproof paper must be placed on the subgrade. Polyethylene shall not be used between concrete and drainable granular subbase.
