(A) Administration and enforcement of these specific technical codes and ordinances pertaining hereto is a function of the building inspection division of the city. Whenever the term or title administrative authority, authority having jurisdiction, authorized representative, building inspector, building official, code enforcement officer, code official, Fire Chief, inspector or similar designation is used herein, or in any of the specific technical codes, such term or title shall be construed to mean the Building Official, designated by special appointment by the Mayor with the approval of the City Council.
(B) In accordance with prescribed procedures and with the approval of the appointing authority, the Building Official may appoint related technical officers, inspectors and other employees as shall be authorized from time to time. He or she may deputize such inspectors or employees as may be necessary to carry out code related duties.
(C) The Building Official (or other related technical officers, inspectors and designees, as may be appointed) shall, upon proper inspection request and notification from the permit holder, perform such specified inspections as indicated by the respective codes and this chapter. Such work shall be made ready and complete and shall stand and pass any tests as prescribed by the respective codes. Upon such inspection, if the work being inspected conforms to the requirements for such installation, the Building Official shall approve that portion of work. If such work is found to be incomplete, or fails any prescribed tests or is not in conformance with code provisions pertaining to such work, the Building Official may provide verbal or written notice of the necessary corrections. Such work shall be made to comply as required and may be subject to a re-inspection (with re-inspection fees as may be warranted) upon completion of such necessary corrections.
(D) The Building Official shall also provide business license inspections for the issuance of a certificate of occupancy and the business license for those new and existing properties where the proposed business is to be located. This inspection is intended verify the present conditions of the buildings or structures, which the new business is utilizing, are in conformance with specific code provisions pertinent to the use and occupancy of the proposed new business. If code violations are identified, a correction notice (verbal or written) shall be issued, indicating the violations and such violations shall be corrected prior to a certificate of occupancy and or business license being issued. When no change in occupancy or use is encountered, such inspection need not be performed unless there is reason to believe a violation exists.
