Whenever employees of the city are required to supplement or repair any part of construction performed under this chapter or repair any damage to city utilities or streets resulting from work performed under this chapter, the city shall be entitled to reimbursement at the rate of $14 per work-hour. The charges shall be assessed against the holder of the construction permit. If the charges so assessed are not paid, further construction permits will not be issued to that person or firm, and the license permit bond shall be used to satisfy the charges.
