Contractors and subcontractors, including those installing, constructing or reconstructing public improvements within the city, are licensed by the city and must perform satisfactorily as a condition of the license. The City Administrator, City Engineer, Building Inspector and Street Superintendent shall follow the procedure set forth below when a question of licensee performance arises.
