§ 3.00 PLANS AND SPECIFICATIONS.
   (A)   At least ten days prior to the time of application for construction permit, unless it is an emergency or minor repairs, two sets of plans and specifications shall be filed with the Public Works Department. The Public Works Department shall review the same and make corrections or revisions as to location and conflicts with other utilities that are deemed necessary. Permits are not required for services but if a conflict is apparent, it shall be reviewed by the Public Works Department. Applications are available at the City Clerk’s office.
   (B)   One set of plans and specifications, showing any corrections or revisions required by the Public Works Department, will be returned with the construction permits. The ten days required to file for construction permit may be reduced to three days where no major conflicts occur.
   (C)   Location of utilities within easements or rights-of-way shall be subject to the approval of the Public Works Department in order to minimize all conflicts. All plans and specifications shall comply with the State Electric Safety Code; N.E.C. Code; all local, state and federal codes; and regulations as now adopted or adopted in the future. No primary electric systems shall be installed within the street right-of-way, unless prior approval has been granted by the Public Works Department and the City Utility Board.
