§ 1.00 APPLICABILITY.
   Save where otherwise specifically stated, the terms of this chapter shall be applicable to all public utility companies, contractors, subcontractors, subdividers and all persons and firms engaged in the installation, construction or reconstruction of public utility improvements within the city.
