Refuse may be collected and transported over the streets of the city by any person, firm or corporation from premises owned or occupied by him or her within the corporation limits of the city. Vehicles used by a private waste collector for the collection and hauling of refuse shall be of a type such that the public health, safety or welfare shall not be jeopardized by their use. All refuse transported by a private waste collector shall be hauled such that no leakage or spillage occurs, nor refuse drags upon or makes contact with the roadway and no refuse extends beyond the sides or ends of the hauling vehicles. All garbage and other refuse collected by a private waste collector shall be disposed of at a sanitary landfill site or other site approved by the Street Superintendent.
