§ 14.13 HAULING.
   All garbage and other refuse collected shall be transported such that no leakage or spillage occurs. All refuse shall be contained within the vehicles such that no refuse drags upon or makes contact with the roadway and such that no refuse extends beyond the sides or ends of the vehicle while being hauled.
