Each owner, tenant, housekeeper or other person, firm or corporation occupying any room, dwelling, house, apartment, institution, commercial establishment or any other building or portion thereof and producing refuse of any kind which is intended to be collected by licensed waste collectors shall provide sufficient containers to hold such refuse accumulating therein between collection periods. A garbage or mixed refuse container shall be sanitary and watertight with a close-fitting cover. Containers for all other refuse shall be appropriate for the refuse contained therein.
