(A) Vehicles used by licensed waste collectors for the collection of refuse from within the city and/or the transporting of refuse over the streets of the city shall be of a type that the public health, safety or welfare shall not be jeopardized by their use. Any vehicle used in the collecting or transporting of refuse within the city shall be kept in a sanitary condition and shall be so constructed and so used that no leakage or spillage occurs when the vehicle is collecting or transporting refuse.
(B) Vehicles licensed for the purpose of collecting and/or transporting garbage or mixed refuse shall be packer type trucks or other approved type trucks.
(C) Vehicles licensed for the purpose of collecting and transporting rubbish, ashes, bulk refuse, building waste and/or building debris shall be tightly constructed and shall be equipped with a top or canvas cover, tailgate and sideboards as required such that the contents will be retained therein and will not spill, leak or blow out of the vehicles.
(D) Vehicles licensed for the purpose of collecting and transporting other kinds of refuse shall be tightly constructed and shall be appropriate for the collection and hauling of the particular kind of refuse being collected and shall be approved by the Street Superintendent for such purpose.
