§ 14.03 ISSUANCE OR DENIAL OF LICENSE.
   (A)   Upon receipt of approval from the Street Superintendent, the City Clerk shall issue the applicant a license. An applicant receiving such a license is referred to herein as a “licensed waste collector”.
   (B)   Upon receipt of disapproval from the Street Superintendent, the City Clerk shall notify the applicant that his or her application is denied. The fee filed by an applicant whose application has been denied shall be retained by the city and deposited in the Sanitation Fund.
   (C)   An applicant whose application has been denied may appeal such denial to the City Council within 30 days from the date of the notice of denial. The City Council may issue a license after review of the application and review of the Street Superintendent’s disapproval.
