§ 14.00 LICENSED WASTE COLLECTION.
   It shall be unlawful for any person, firm or corporation to collect refuse within the city, except from premises within the city owned or occupied by him or her, without first obtaining a license from the city. This requirement shall not apply to city waste collectors.
