A garbage container shall be a portable sanitary, watertight receptacle of substantial construction with a close-fitting cover and adequate handles on the receptacle and cover. The container shall be of such dimensions that it can be easily handled by one person and in any case shall not have a capacity in excess of 20 gallons nor weight more than 50 pounds when placed for collection.
