Rubbish shall have all liquids removed when placed in containers for collection. Paper scraps, letters, sweepings, excelsior, rags and other similar rubbish shall be dry and shall be secured in tight packages or plastic bags when placed in containers for collection. Empty wooden crates in excess of four feet for any dimension shall be knocked down when placed for collection.
