§ 6.00 STORING REFUSE.
   Each owner, tenant, housekeeper or other person, firm or corporation producing or responsible for refuse shall provide sufficient containers or other storage facilities to hold refuse accumulating therein so that such refuse does not cause or create a nuisance or offensive odor or atmosphere or rodent or fly harborage, or thereby to be or to become, or cause to create a public nuisance. Containers for refuse and refuse not in containers shall be stored on private property except on collection days. Notwithstanding the above, garbage or mixed refuse shall not be retained for a period of time longer than seven days on any premises, except a public disposal site designated to receive garbage nor shall rubbish, ashes, bulk refuse, building waste or building debris be retained for a period of time longer than 15 days on any premises, except a public disposal site or any other legal site upon which such refuse may be retained.
