§ 5.00 COLLECTION OF REFUSE.
   It is hereby declared unlawful for anyone, except licensed waste collectors, private waste collectors or city waste collectors, to collect refuse or transport refuse over the streets of the city. It is further declared unlawful to permit refuse to be collected by anyone, except licensed waste collectors, private waste collectors or city waste collectors.
