No person shall throw, litter, drop or deposit, or cause to be thrown, dropped or deposited, within the confines of the city any refuse (including, but not limited to, garbage, rubbish, ashes, bulk refuse, dead animals, hazardous refuse, building waste or debris, putrescible matter or anything injurious to health) on any premises, vacant property, street or alley, or into, about, around or near any stream, ditch or body of water, regardless of size; provided, however, that the prohibitions contained in this section shall not apply to the depositing of refuse on a public disposal site nor to the construction of embankments and the filling in or grading of property with earth, mud and similar materials nor to refuse placed and stored for collection. Garbage shall not be deposited in public wastepaper receptacles.
