§ 1.00 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
§ 1.01.   ASHES. The residue of the combustion of solid fuels.
§ 1.02.   BUILDING DEBRIS. Any refuse or residue resulting from minor non-commercial repairs to a private dwelling made by the owner or occupant thereof himself or herself.
§ 1.03.   BUILDING WASTE. Any and all refuse or residue resulting directly from building construction, reconstruction, repair or demolition; from grading, shrubbing or other incidental work in connection with any premises; or from replacement of building equipment or appliances.
§ 1.04.   BULK REFUSE. Articles more than eight feet in length or more than 50 pounds in weight, tree trimmings and hedge trimmings over five inches in diameter or over four feet in length, tree roots or stumps larger than can be contained in a bushel basket.
§ 1.05.   CITY WASTE COLLECTORS. Persons or firms employed by the city from time to time to collect and dispose of household waste, institutional waste, commercial waste or building debris from within the confines of the city.
§ 1.06.   COMMERCIAL WASTE. Garbage, rubbish, mixed refuse and cool ashes originating in and around commercial establishments, industrial establishments, hotels, restaurants, cafeterias, grocery stores, non-public institutions and multiple housing facilities with more than two dwelling units.
§ 1.07.   DEAD ANIMALS. Animals that have died naturally or have been accidently killed. Animals or parts of animals from slaughter houses are not included in this category.
§ 1.08.   DEPARTMENT. The Department of Public Works of the City of Eldridge.
§ 1.09.   GARBAGE. All putrescible animal or vegetable wastes resulting from the handling, preparation, cooking and consumption of food in any private dwelling house, multiple dwelling, hotel restaurant, building or institution.
§ 1.10.   HAZARDOUS REFUSE. Any refuse the handling or disposal of which, in the opinion of the Street Superintendent, would constitute a danger to city employees or to city property.
§ 1.11.   HOUSEHOLD WASTE. Garbage, rubbish, recyclable material, mixed refuse and cool ashes originating in and around private dwellings and multiple dwellings, excluding multiple housing facilities with more than two dwelling units.
§ 1.12.   INDUSTRIAL WASTE. Any and all residue resulting directly from industrial or manufacturing operations. It shall not include waste originating from commercial operations of an industrial establishment, nor shall it include waste resulting from the commercial operation of persons, firms or corporations engaged in the construction of buildings, the repairing of streets or buildings, demolition or excavation. Residue or waste resulting from tree or landscaping services shall also be excluded.
§ 1.13.   INSTITUTIONAL WASTE. Garbage, rubbish, mixed refuse and cool ashes originating in and around tax exempt hospitals, excluding multiple housing facilities with more than two dwelling units, and public, charitable, philanthropic or religious institutions conducted for the benefit of the public or a recognized section of the public. Institutions not covered by the foregoing definition shall be considered commercial establishments.
§ 1.14.   LICENSED WASTE COLLECTOR. Any person, firm or corporation who has obtained a license as specified herein from the city to collect or transport, for a consideration, bulk refuse, household waste, institutional waste, commercial waste, industrial waste, building waste or building debris, regardless of the place of origin, over the streets of the city.
§ 1.15.   MIXED REFUSE. Garbage and rubbish placed and stored together.
§ 1.16.   PRIVATE WASTE COLLECTOR. Any person, firm or corporation who collects bulk debris from premises owned or occupied by him or her within the corporation limits of the city and transports said wastes over the streets of the city.
§ 1.17.   RECYCLABLE MATERIAL. Material having an economic value in the secondary materials market. RECYCLABLE MATERIAL shall include, but not be limited to, cardboard, paper, magazines, newspaper, plastic containers, tin, steel, aluminum, bi-metal cans and glass containers. Other material may become recyclable as new markets develop. Such material will be determined by the County Material Recovery Facility (MRF).
§ 1.18.   REFUSE. All solid wastes.
§ 1.19.   RUBBISH. All waste paper, rags, sweepings, small pieces of wood, excelsior, rubber, leather, articles not more than eight feet in length nor more than 50 pounds in weight, small rocks and similar waste materials that ordinarily accumulate around a home, business or industry. It shall not include garbage, ashes, bulk refuse, dead animals, hazardous refuse, industrial waste, yard waste, recyclable material or building waste.
§ 1.20.   STREET SUPERINTENDENT. The Street Superintendent of the City of Eldridge.
§ 1.21.   WHITE GOODS. Appliances which are durable in nature and which do not readily degrade. Examples of WHITE GOODS shall include, but not be limited to, washers, dryers, dishwashers, microwave ovens and refrigerators.
§ 1.22.   YARD WASTE. Debris such as grass clippings, leaves, garden waste, brush and trees. YARD WASTE shall not include tree stumps.
§ 1.23.   YARD WASTE BAG. A special degradable bag as specified by the city with not less than 20 gallon capacity and not more than 30 gallon capacity. This bag shall be capable of decomposing within 60 days of exposure to aerobic bacteria or ultraviolet light.
