Normal procedure shall be that sewer rentals continue during periods when a building or apartment are vacant. In the event of an extended vacancy, sewer rentals may be discontinued; but, in that event, a new connection charge shall be made when the building or apartment is again occupied. Such a disconnection shall be made only with the approval of the City Administrator.
