There is hereby established a city-wide inspection program to determine the existence and location of all foundation drains connected to the sanitary sewer system within the city.
(A) Failure of any person, firm or corporation to voluntarily permit inspection by July 1, l983 of any real estate under the control of said person, firm or corporation shall result in the imposition of a surcharge of $25 per month to be added to the customer’s sanitary sewer bill until such inspection is permitted.
(B) In the event a surcharge is levied in accordance with division (A) above, said surcharge shall constitute a lien against the real estate subject to the surcharge and the same shall accumulate interest at the rate of 10% per annum until paid.
