The city provides for the establishment of several utilities, including water, sewer, storm sewer, and garbage. Additionally, the Elbow Lake Public Utilities Commission provides electrical utilities and has transferred to the city, under its Electric Service Regulations, all obligations, responsibilities, requirements and other acts attendant to the billing, collection and enforcement of its fees and charges. All utility rates, fees and charges have been adopted by ordinance or by the Elbow Lake Public Utilities Commission and this chapter has as its purpose to provide for the systematic billing and collection of utility charges and fees and to provide mechanisms for collection and other remedies upon non-payment thereof.
