Before a final plat is approved by the City Council, the subdivider shall satisfactorily demonstrate how the required improvements are to be provided. This could take the form of a letter of intent to provide the improvements as the subdivision develops and change the cost against the price of the lots; or leave the ultimate provision of the improvements up to the purchasers of the land through the process of petition, city construction and property assessment; or whatever assurances would be acceptable to the City Council.
