Within 30 days of the adoption of this franchise, the City Council shall establish an independent programming board which, during the term of the franchise, shall make any and all decisions regarding programming to be offered on the system. At no time during the term of the franchise shall the city exercise any editorial control regarding the content of any programming service offered on the system, except for programming on any channel designated for educational or governmental use.
